U.S. diplomats abruptly left a high-stakes United Nations Security Council session in New York on Monday when French Ambassador Jérôme Bonnafont rose to speak, escalating a fast-growing dispute between Washington and Paris over human-rights policy and the reappointment of U.N. rights chief Volker Türk.
The walkout followed a weekend of sharp exchanges on X (formerly Twitter) after France’s mission in Geneva mocked the United States for joining North Korea, Nicaragua, Mali and Russia in voting against Türk’s new four-year term. Deputy U.S. Ambassador Dan Negrea told reporters the delegation would “keep walking out until France renounces its condescending rhetoric,” calling Paris’ posture “politicized drivel”.
French representatives did not address the incident directly inside the chamber, instead stressing France’s commitment to an “independent” United Nations and to protecting the Charter. Bonnafont’s remarks focused on Russia’s war in Ukraine, the formal topic of the meeting, underscoring Europe’s push to keep pressure on Moscow despite trans-Atlantic friction.
At the heart of the spat is Türk, who has frequently criticized U.S. immigration enforcement, Israel’s operations in Gaza and Russia’s invasion of Ukraine. Washington argues he targets democracies while “cozying up” to authoritarian regimes, whereas European allies view Türk as a necessary independent watchdog. The General Assembly nevertheless backed his reappointment 144-10, isolating the United States on a marquee human-rights vote.
The episode adds another layer to already strained U.S.–France ties under President Donald Trump. Previous flashpoints include Trump’s threats to reassess NATO troop deployments, disagreements over European defense spending, and the White House’s attempt to claim mineral rights in Greenland, a Danish territory. Analysts say Monday’s walkout could further dent allied unity ahead of the alliance’s autumn summit in Brussels, where leaders must present a united front on Ukraine and Iran.
Human-rights advocates warn that repeated U.S. absences from U.N. forums risk diminishing Washington’s influence just as authoritarian powers court the Global South. “When America leaves the room, Russia and China fill the vacuum,” said Elisa Martinez, a fellow at the International Crisis Forum.
Diplomats expect the Security Council to reconvene on Ukraine next week; it remains unclear whether the United States will again vacate its seat if France speaks. For now, the optics of an American delegation marching out of the chamber have handed critics new fodder and underscored just how personal trans-Atlantic disagreements over rights and multilateralism have become.
