• Students already in the United States on F-1 status are not affected, nor are those whose visas have been issued but not yet used for entry.

Civil-liberties groups counter that mass monitoring chills free expression and will create new backlogs in already overstretched consular sections.

Looking ahead
Higher-education groups, including NAFSA: Association of International Educators, are pressing the White House to provide a definitive reopening date, warning that unpredictable visa policy “undermines U.S. competitiveness in the global education market.” Meanwhile, some lawmakers have called for a congressional hearing on the impact of the interview freeze on STEM-talent pipelines.
For now, prospective students face an anxious wait. Consular staff have been instructed to keep previously collected biometric data valid for up to 12 months, suggesting officials anticipate resuming operations before that window closes.
