• Wisconsin: Overnight rain exceeding 4 inches swamped low-lying stretches of I-94 in Milwaukee, stranding dozens of vehicles and forcing an emergency shutdown of the eastbound lanes. Local police urged commuters to seek alternate routes as water is not expected to recede until late Thursday afternoon.
• Racine–Kenosha corridor: The National Weather Service (NWS) has a Flash Flood Warning in effect through 11 a.m. after radar indicated torrential rain rates topping 2 inches per hour. Urban streams are rising rapidly, and basement flooding has already been reported in Mount Pleasant.
Southeast flash-flood extension
In North Carolina, the NWS extended its Flash Flood Warning for Greensboro and surrounding Piedmont counties to 3 p.m. ET as training thunderstorms continue to dump rain over saturated ground. Small creeks such as Buffalo Creek are near bank-full, and officials warn that additional showers could push them over flood stage later today.
Pacific flood watch
Guam and the Northern Marianas are under a regional Flood Watch as a broad area of convection drifts west of the islands, funneling deep tropical moisture onshore. Breakers of 16–20 ft are also prompting a simultaneous High Surf Warning along east-facing reefs, heightening the risk of coastal inundation during high tide cycles.
Philippines on alert as Sinlaku looms
While no nationwide flood bulletin has been raised, PAGASA is closely tracking Typhoon Sinlaku east of Luzon; forecasters note that its outer rainbands could begin affecting Bicol and Eastern Visayas by the weekend. River-basin monitoring stations remain on 24-hour watch, and residents in flood-prone valleys are advised to review evacuation plans.

• Upper Midwest: Another 1–2 inches of rainfall are possible before a cold front sweeps the system eastward tonight.
• Carolinas: Convection may redevelop this evening as daytime heating interacts with stalled frontal boundaries.
• Western Pacific: Persistent monsoon flow is expected to keep showers and thunderstorms in the forecast through Saturday.
