Investigators say RJ is non-verbal and lives with a mental-health condition that makes him especially vulnerable to injury or exploitation. Daytime temperatures near 90 °F combined with dense woodland and retention ponds behind several Webb Road subdivisions have heightened fears for the boy’s safety.
