[Beijing] The Central Commission for Discipline Inspection (CCDI) announced on 14 July that 67-year-old Politburo member and former Xinjiang Party Secretary Ma Xingrui has been expelled from the Communist Party and dismissed from all public posts (“double dismissal”) for “serious violations of discipline and law.” The official communiqué says Ma betrayed the Party’s mission, lost political principles, engaged in large-scale family corruption, and allowed relatives to profit massively from his influence, including power-for-money and power-for-sex deals.
Investigators found that Ma helped family members buy property at below-market prices, secured promotions and contracts for associates, and accepted huge bribes; he continued these practices even after the 18th Party Congress, making the case “especially serious and egregious.”
Ma, a rocket scientist turned technocrat who later governed Guangdong and Xinjiang, had once been seen as a close ally of President Xi Jinping. His downfall not only ends his political career but also underscores that Beijing’s anti-graft campaign remains in full force.
Observers say Ma’s removal will trigger personnel reshuffles in Xinjiang and the wider “Go-West” strategy; once prosecutors take over, more details about his family network and its ties to energy and infrastructure projects may surface. The latest move also sends a clear message that Beijing’s “zero-tolerance” stance on corruption applies even to members of the Party’s top echelon.
Industry experts expect ancillary probes into state-owned enterprises, finance and construction sectors to intensify as Ma’s case proceeds. For local governments, balancing social stability with a deepening crackdown—while preventing major projects from stalling—will be a pressing governance challenge in the months ahead.
