Civil-rights groups warn that aggressive prosecution tactics could disproportionately impact Black residents, who make up 45 percent of the District’s population. “The answer to public safety is investment, not incarceration,” said Maya Berry, executive director of the Arab American Institute, urging the Justice Department’s inspector general to monitor Pirro’s use of discretion.
